O Fórum para a Cooperação Económica e Comercial entre a China e os Países de Língua Portuguesa (Fórum de Macau) foi criado em 2003, por iniciativa da República Popular da China.

Os países que fazem parte do Fórum de Macau são: Angola, Brasil, Cabo Verde, China, Guiné-Bissau, Guiné Equatorial (desde abril de 2022), Moçambique, Portugal, São Tomé e Príncipe (desde março de 2017) e Timor-Leste. 

O Ministério da Economia e do Mar (Direção-Geral das Atividades Económicas) é o ponto focal nacional desde 2003, atendendo a que o objeto do Fórum de Macau é a cooperação económica e comercial.

O Fórum organiza em Macau, de três em três anos, uma Conferência Ministerial que aprova o Plano de Ação trienal. Até à data, realizaram-se cinco Conferências Ministeriais e uma Conferência Ministerial Extraordinária. 

A 5.ª Conferência teve lugar a 11 de outubro de 2016, na qual foi aprovado o Plano de Ação para 2017-2019.

O Plano de Ação do Fórum de Macau é o documento orientador que identifica um conjunto de áreas de cooperação: Intergovernamental, Comércio, Investimento e Cooperação Empresarial, Capacidade Produtiva, Agricultura e Pescas, Construção de Infraestruturas, Energia e Recursos Naturais, Educação e Recursos Humanos, Área Financeira, Cooperação para o Desenvolvimento, Turismo, Transportes e Comunicações, Cultura e Desporto, Saúde, Mar, Províncias e Municípios, Ciência e Tecnologia, Segurança Alimentar, Proteção Ambiental, entre outras.

A 6.ª Conferência deveria ter ocorrido em 2019, mas como naquele ano se celebraram os 20 anos da transferência de Macau para a China (1999-2019), a Conferência foi adiada para 2020, e depois para 2021 e 2022 por força da pandemia. Por ora, está por decidir nova data, com grande probabilidade de vir a realizar-se apenas em 2024. 

O Mecanismo de Acompanhamento do Fórum é formado por um Secretariado Permanente, sediado em Macau, que garante o apoio logístico e financeiro, bem como a ligação indispensável para a concretização das iniciativas e dos projetos a implementar, e por uma rede de pontos focais nas respetivas capitais. 

O Secretariado Permanente é constituído por um Secretário-Geral, designado pela República Popular da China, três Secretários-Gerais Adjuntos (em representação da República Popular da China, dos Países de Língua Portuguesa e da Região Administrativa Especial de Macau) e um Delegado de cada país participante, sendo ainda coadjuvado por três Gabinetes de Apoio. A designação do Secretário-Geral Adjunto por parte dos Países de Língua Portuguesa é rotativa e por ordem alfabética. O cargo é atualmente exercido por São Tomé e Príncipe.

Portugal dispõe, desde 15 de março de 2023, de uma nova Delegada, Dra. Márcia Guerreiro.

Desde 10 de janeiro de 2022, Ji XianZheng é o Secretário-Geral do Secretariado Permanente do Fórum de Macau. Diplomata chinês, detém uma vasta experiência em relações externas e comerciais e conhece a situação atual dos Países de Língua Portuguesa. 

No âmbito das atividades previstas no Plano de Atividades para 2023 do Fórum de Macau, a Direção-Geral das Atividades Económicas preparou, em colaboração com a Delegada de Portugal, um programa para a visita de trabalho do Secretário-Geral a Portugal, que teve lugar entre os dias 14 e 17 de junho de 2023.

Esta visita teve um particular significado por se tratar de uma retoma desta atividade, interrompida desde 2019 em consequência da pandemia, e por Portugal ter sido o primeiro País de Língua Portuguesa a ser visitado (seguiram-se visitas de trabalho ao Brasil e Angola).

FÓRUM DE MACAU (Versão Inglesa)

The Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries (Macao Forum), created in 2003 on the initiative of the People's Republic of China, has the participation of Angola, Brazil, Cape Verde, China, Guinea-Bissau, Mozambique, Portugal, São Tomé and Príncipe (since March 2017) and East Timor.

The Ministry of Economy and Maritime Affairs (Directorate-General for Economic Activities) has been the national focal point since 2003, given that the object of Forum Macao is economic and trade cooperation.

As part of this Forum, a Ministerial Conference is held every three years in Macao, approving the three-year Action Plan for Economic and Trade Cooperation between China and the Portuguese-speaking Countries. The last Ministerial Conference was held on 11 October 2016, during which the Action Plan for 2017-2019 was signed. 

The Action Plan of the Macao Forum is the guiding document of this multilateral mechanism for economic and trade cooperation, identifying the following areas of cooperation: Intergovernmental, Trade, Investment and Business Cooperation, Productive Capacity, Agriculture and Fisheries, Infrastructure Construction, Energy and Natural Resources, Education and Human Resources, Financial Sector, Development Cooperation, Tourism, Transport and Communications, Culture and Sports, Health, Sea, Provinces and Municipalities, Science and Technology, Food Security, Environmental Protection, among others. 

The 6th Ministerial Conference was scheduled to be held in 2019, but that year was the 20th anniversary to the hand-over of Macao to China (1999-2019). Therefore, the Conference was postponed to 2020, and again to 2021 and 2022 in view of the pandemic situation. The new date is still to be determined, with a high probability that it will only occur in 2024. 

The Forum's Follow-up Mechanism is formed by a Permanent Secretariat, based in Macao, which ensures logistical and financial support, as well as the necessary liaison for the implementation of the initiatives and projects to be implemented, and by a network of focal points in the respective capitals. 

The Permanent Secretariat consists of one Secretary General (appointed by the P.R. of China), three Deputy Secretaries General (representing the People's Republic of China, the Macao SAR and the Portuguese-speaking countries) and a Delegate from each country and is further assisted by three Support Offices. The appointment of the Deputy Secretary General by the Portuguese-speaking countries is rotational and in alphabetical order. The position is currently held by São Tomé and Príncipe.

Since 15 March 2023, Portugal has a new Delegate, Dra. Márcia Guerreiro.

Since January 10, 2022, Ji XianZheng is the Secretary-General of the Permanent Secretariat of Macao Forum. A Chinese diplomat, he has devoted himself over the years to the fields of foreign affairs and trade, with extensive experience in foreign and trade affairs and knowledge of the current situation of Portuguese-speaking countries. 

As part of the activities set out in the 2023, the Directorate-General for Economic Activities prepared, in collaboration with the Delegate of Portugal, a program for the Secretary-General's working visit to Portugal, which took place from 14 to 17 June 2023.

This visit was particularly significant as it was a resumption of this activity, interrupted since 2019 due the pandemic situation, and Portugal was the first Portuguese-speaking country to be visited (followed by working visits to Brazil and Angola).
