A Comunidade dos Países de Língua Portuguesa (CPLP) é uma organização internacional e associação política de nações lusófonas espalhadas em quatro continentes, onde o português é a língua oficial. 

A sua criação, em 1996, por 7 Estados (Angola, Brasil, Cabo Verde, Guiné-Bissau, Moçambique, Portugal e S. Tomé e Príncipe) e o seu alargamento, em 2002, a Timor-Leste e, em 2014, à Guiné Equatorial, marcou o início de um processo de construção de um espaço de parceria e desenvolvimento no contexto da globalização. 

A CPLP é constituída por um conjunto de países dispersos pelos quatro continentes, com uma população de cerca de 270 milhões de pessoas, com uma língua comum e com culturas que, embora com as suas especificidades, apresentam uma idiossincrasia comum de abertura, de diversidade e de influências, dispondo de numerosas comunidades espalhadas pelo mundo. 


O Secretariado Executivo está sediado em Lisboa, no Palácio do Conde de Penafiel. É dirigido pelo Secretário Executivo, eleito para um mandato de dois anos, mediante candidatura apresentada rotativamente pelos Estados-Membros, por ordem alfabética crescente. Atualmente, o Secretário Executivo é Zacarias da Costa, diplomata timorense.

Em janeiro de 2009, Portugal abriu uma Missão Permanente junto da CPLP e tem atualmente, como Representante Permanente, a Embaixadora Maria Rita Ferro. 

A cooperação económica e empresarial, no quadro da CPLP, é uma experiência caracterizada por relações entre um conjunto de países, geograficamente descontinuados, com fortes afinidades culturais, e que pertencem a diferentes Comunidades Económicas Regionais; o Brasil no Mercosul, Cabo Verde e a Guiné-Bissau na CEDEAO (Comunidade Económica dos Estados da África Ocidental), Portugal na UE (União Europeia), Angola e Moçambique na SADC (Conferência para o Desenvolvimento da África Austral), São Tomé Príncipe e Angola na CEEAC (Comunidade Económica dos Estados da África Central) e Timor-Leste na ASEAN (Associação das Nações do Sudeste Asiático).

Desde julho de 2021, a cooperação económica passou a ser o novo objetivo geral da CPLP (conforme Resolução adotada na Cimeira de Luanda de 17 de julho) e, sob presidência angolana, foi realizada a I Reunião Conjunta de Ministros da Economia, Comércio e Finanças da CPLP em Luanda, em formato presencial e por videoconferência, no dia 29 de abril de 2022.

Atendendo aos temas (organizados por Eixos) que fazem parte da “Agenda Estratégica” - Promoção do Comércio; Promoção do Investimento; Capacitação Institucional e Empresarial; Mecanismos de Financiamento; Reforço da Competitividade; Reforço dos Sistemas de Propriedade Industrial; Consolidação e Desenvolvimento das Infraestruturas Nacionais para a Qualidade -, a Delegação portuguesa foi chefiada pelo Ministro da Economia e do Mar, tendo igualmente participado o Secretário de Estado da Internacionalização e o Secretário de Estado do Tesouro. 

O principal resultado da Reunião Conjunta de Ministros foi a aprovação do documento “Agenda Estratégica para a Consolidação da Cooperação Económica da CPLP (2022-2027)”, o qual inclui um Plano de Ação que irá nortear a cooperação desta Organização Multilateral em matéria económica e financeira nos próximos 5 anos.

A DGAE/MEM desempenha o papel de ponto focal nacional, em conjunto com a AICEP e o GPEARI do Ministério das Finanças.

The Community of Portuguese Language Countries (Comunidade dos Países de Língua Portuguesa, abbreviated as the CPLP), is an international organization and political association of Lusophone nations across four continents, where Portuguese is the official language. 

Its creation, in 1996, by 7 States (Angola, Brazil, Cape Verde, Guinea Bissau, Mozambique, Portugal and S. Tomé and Príncipe) and its expansion, in 2002, to East Timor, and Equatorial Guinea in 2014, marked the beginning of a process of building a space for partnership and development in the context of globalization.

CPLP is a group of countries spread across the four continents, with a population of about 270 million people, with a common language and with cultures that, despite their specificities, present a common idiosyncrasy of openness, diversity and influences with numerous communities spread around the world.

The Executive Secretariat is based in Portugal at the Conde Penafiel Palace and is headed by the Executive Secretary, a high-ranking personality from one of the CPLP Member States, elected for a two-year term, through a candidacy presented in rotation by the Member States, in ascending alphabetical order. The current Executive Secretary is Zacarias da Costa, a Timorese diplomat. 

Since January 2009, Portugal has opened a Permanent Mission to the CPLP and Madam Ambassador Maria Rita Ferro is the current Permanent Representative. 

Economic and business cooperation, within the framework of CPLP, is an experience characterized by relations between a set of geographically discontinued countries, with strong cultural affinities, and which belong to different Regional Economic Communities, such as Brazil in Mercosur, Cape Verde and Guinea-Bissau in the Economic Community of West African States, Portugal in the European Union, Angola and Mozambique in the Conference for the Development of Southern Africa, São Tomé Príncipe and Angola in the Economic Community of Central African States, and East Timor in the Association of Southeast Asian Nations.

In July 2021, it was determined that economic cooperation would be a new general objective of CPLP (according to a Resolution adopted in the Luanda Summit of 17 July) and, under the Angolan presidency, the 1st Joint Meeting of Ministers of Economy, Trade and Finance of CPLP was held in Luanda, in person and via videoconference on April 29, 2022.

Considering the themes (organized by Axes) that are part of the “Strategic Agenda” - Trade Promotion; Investment Promotion; Institutional and Business Training; Financing Mechanisms; Reinforcement of Competitiveness; Reinforcement of Industrial Property Systems; Consolidation and Development of National Infrastructures for Quality -, the Portuguese Delegation was headed by the Minister of Economy and the Sea, with the participation of the Secretary of State for Internationalization and the Secretary of State for Treasury as well.

The main result of the Joint Ministerial Meeting was the approval of the document “Strategic Agenda for Strengthening CPLP Economic Cooperation (2022-2027)”, which includes an Action Plan that will guide the cooperation of this Multilateral Organization in the economic and financial areas over the next 5 years.

DGAE/MEM plays the role of national focal point, together with AICEP and GPEARI of the Ministry of Finance.
